Since a number of people experienced download problems running the Delphi 2007 for Win32 and C++Builder 2007 Update #3 small setup file, there is now a full .zip version available for download (at 751 MB) from the Registered Delphi or Registered C++Builder pages.
This zip file includes all the files for the update in all languages. Download this file, unzip to an empty directory on your computer and run \install\Setup.exe /upgrade to apply Update 3 to an existing install.
